Air Quality & Emissions

Permitting

The Clean Air Act requires most facilities to obtain some type of a permit or registration in order in order to operate. IEG has over 10 years of experience in air permitting including Registration of Small Sources (ROSS), Minor, Synthetic Minor and Major Sources (Title V). It is important to get the correct permit or registration for a facility preventing annual fees, monitoring and recordkeeping, easing the burden of compliance.

Emission Control Plans & Inspections, Monitoring & Compliance

Emissions control devices (e.g. baghouse dust collector, wet scrubber, thermal oxidizer) regularly require the installation of devices that measure parameters of the emission control unit used to verify proper operation and compliance with applicable requirements. Such devices likely require monitoring that is frequent, if not continuous, along with integrated records of incremental measurements taken. Such controls also require regular inspection and preventative maintenance, all of which can be cumbersome to interpret from permits and regulations. Illinois Environmental Group can assist with identifying applicable requirements, developing and implementing necessary plans and recordkeeping protocols.

Emissions inventory, compliance certification and deviation reporting

Whether a facility is a Major Source, Minor Source or Registration of Small Sources (ROSS), actual emissions need to be quantified annually either as part of a Regulatory Agency’s emissions inventory or to verify facility small source status. An IEG professional can assist facilities with quantification and reporting (if necessary) of actual emissions. Similarly, certain facilities must provide certification of compliance with all requirements of the applicable air pollution permit as well as any Federal or State regulations incorporated by reference. IEG can review permits, pertinent regulations and records of pollution control devices and measures to determine if deviations have occurred that must be reported.

NPDES Permitting

The Clean Water Act was developed to protect water quality by regulating discharges of pollutants into Waters of the United States. The National Pollutant Discharge Elimination System (NPDES) program issues permits containing limits on discharges and stipulates monitoring, reporting and other requirements necessary to protect water quality. Illinois Environmental Group can assist with stormwater permitting needs related to construction and industrial activities, municipal and transportation sources as well as industrial wastewater. Regulatory and permitting requirements also vary depending on the nature of the project including development of greenfield sites, permit modifications and renewals associated with expansion projects and other facility changes required to meet production needs.

SWPPP Development, Implementation and Associated Monitoring, Inspections & Recordkeeping

Storm Water Pollution Prevention Plans (SWPPP) identify a facility’s activities and the type of pollutants expected in effluent discharged from the site based on the type of industry and activity at the facility. IEG professionals can help identify and implement Best Management Practices (BMPs) for erosion and sediment control as well as good housekeeping measures influencing facility discharges. Industrial Nuclear & Radiological Device Regulatory Compliance

Utilizing nuclear and radiological devices in industry for process and analysis are common devices that can be regulated by one or more of the following governmental agencies:

  • Nuclear Regulatory Commission (NRC)
  • Federal or State Environmental Protection Agency (EPA)
  • Federal or State Emergency Management Agency (EMA)
  • Food and Drug Administration (FDA)

Such devices typically require specific permitting, licensing and/or registration as well as periodic leak testing, inspection and testing of integral safety mechanisms along with associated reporting and recordkeeping.
